The Los Angeles Animal Holding Facility aka the LA Zoo is a city-owned facility. The zoo director, Denise Verret, is a city employee and as such one would think the City Council would have oversight over her and it. But when Councilmember Bob Blumenfield said the Council should have the opportunity to review the zoo's sudden decision to move the elephants Tina and Billy to another zoo rather than to a sanctuary, Verret pretty much replied, fk, no, I'm doing what I want.
